 About Us.
There are 95 officially recognized neighborhoods in Portland.  Each is represented by a volunteer-based neighborhood association which serves as a liaison between residents of the neighborhood and city government, as coordinated by the city's 
Office of Neighborhood Involvement (ONI).  HINoon ​supports and promotes a culture of civic engagement by connecting ,supporting and working  with all Portlanders  and with government to build inclusive, safe and livable neighborhoods and communities.  ​HiNoon is 
501(c)(3)  non-profit organization.
